James J. Ellis, Chief Executive Officer
James J. Ellis is the founder and CEO of Arundel Group Holdings, a vertically integrated group of companies focused on real estate development, engineering, construction, and property management. With over three decades of executive leadership experience, James has been directly involved in more than $3 trillion in construction and development projects across the U.S.
Beginning his career in engineering, James quickly rose through the ranks—becoming executive vice president of a national engineering firm by the age of 26. Over the years, he’s built and led companies that support every phase of the built environment. Under his leadership, Arundel Group has launched several specialized entities, including ECG Site Services (sitework and utilities), Arundel Design Build Contractors (licensed architectural and construction services), Ellis and Levine Engineering (licensed in 19 states), Arundel Development (multi-family and medical office partnerships), and Arundel Properties (asset and property management).
In 2020, James also founded Top Healthcare Strategies to support medical professionals in launching and managing their practices, aligning closely with Arundel’s development of medical office spaces.
Known for his strategic mindset and hands-on approach, James is passionate about building long-term value through smart planning, strong partnerships, and a deep understanding of the full development lifecycle.
Lia S. Ellis, Chief Development Officer
Lia S. Pennington-Ellis is a dynamic healthcare executive with over 19 years of proven success across ASC, acute, post-acute, and private practice settings. Beginning her career in orthopedic surgery practice management, Lia quickly distinguished herself by driving ancillary revenue growth through physician-owned ventures in ASCs, rehabilitation, DME, and imaging centers. Within six years, she orchestrated the largest orthopedic practice merger in Texas, setting a new benchmark for strategic practice consolidation.
In 2011, Lia founded Top Healthcare Strategies, Inc. (THCS), offering profit-focused consulting to private practices and ASC executives. Her projects included mergers, startups, and joint ventures, delivering tailored, high-impact solutions. In 2013, Lia’s career ascended further when she joined Envision Physician Services, the nation’s largest surgical group. Promoted from Regional Practice Director to Vice President of Surgical Services Operations, she managed 240+ surgeons and led multidisciplinary teams in executing strategic initiatives, enhancing physician culture, and optimizing patient care delivery and profitability.
Today, Lia combines her entrepreneurial acumen and corporate expertise to reimagine THCS under Arundel Group Holdings, LLC. This evolution expands THCS’s services to include medical office development, build-outs, and physician equity partnerships, positioning her as a visionary force in the healthcare industry.
